So you end the trial and run another one that will give better numbers. Why make numbers up when you can keep trying new things until you get what you want.
A similiar situation, not an experiment, happened in New York in the 1960s, when a lady was brutally beaten to death over a period of hours during one night, and no one did a thing about it, even though at least 50 people viewed the incident.
